Hands-on cooperation gets under way

The partnership between Stadtentwässerung Dresden and Lvivvodokanal is working on the following themes: cost-covering charges, HR management, water supply and asset management

On 24 June 2021, the quarterly meeting of the Lvivvodokanal utility partnership was held online with all partners in attendance. The aim of the meeting was to obtain an overview of project progress to date. Dr. Kettlitz, coordinator for municipal development cooperation of the Municipality of Gudensberg, accepted our invitation to attend as guest speaker. He came across us in a publication of the German Association of Local Public Utilities (VKU). Gudensberg has entered into a municipal partnership with the Municipality of Shchyrets, near Lviv. The objective is to construct a 2.2 km wastewater pipe as part of the sewerage network development. Support is being provided by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the Partnership Projects for Sustainable Local Development (Nakopa) programme. For everyone involved, this was an interesting and positive example of hands-on development cooperation.

Once all the formal measures had been completed, practical work on the technical aspects began in earnest. There are four working groups in total, two of which are under the responsibility of Stadtentwässerung Dresden: cost-covering charges and needs-based HR management. Berliner Wasserbetriebe is in charge of water supply, and Stadtentwässerungsbetriebe Köln is focusing on asset management. At present, all working groups are engaged in analysing the current status and conducting a baseline review of conditions in Ukraine. Unfortunately, due to the pandemic, all joint activities and meetings are still being conducted online.

Various individual themes are also being discussed in line with the requirements of Lvivvodokanal. The planning for the first workshops in September 2021 has commenced. The technical subjects under consideration include water supply and the preservation of asset values in combination with potential investment strategies and measures related to the sewerage system. Thematic diversity is what makes continued cooperation so attractive and rewarding for both sides, and their joint efforts are clearly gaining momentum at present.
